Clinical Services Plan
An ambitious program for a vibrant future
The Clinical Services Plan (CSP) is an ambitious program of transformation, led by Dr JJ de Gorter (JHAH Chief Of Staff). It involves five overarching clinical goals and sixteen objectives . It is being delivered over a five-year period and will ensure every patient receives the highest quality health care.
Ultimately, we intend to offer our patients a compelling healthcare service that enables JHAH to grow sustainably and to make a lasting difference to people’s lives—whether it is providing immediate guidance to a worried parent whose child has a fever at 2 a.m., providing holistic healthcare to a grandfather in his 60s suffering from multiple comorbidities, offering rapid emergency intervention to a 45-year-old heart attack victim, or ensuring faster post-operative recovery for those undergoing a knee replacement. These are just some of the many real-life situations being optimized through the CSP.
These objectives have been identified as priorities which will advance JHAH towards 5 overarching goals:
Service excellence (quality care): Improving the health and wellbeing of the communities we serve through integrated high-quality services
Access (timely care): Making access to our services easy and convenient
People (performance): Investing in and engaging our people to maximize their potential
Sustainability (value proposition): Using clinical costing data to grow sustainably while optimizing cost per eligible medical recipient
Reliability (trusted delivery): Creating trusted clinical processes that deliver for our patients
The CSP is guided by 16 key objectives designed to drive our mission of delivering exceptional patient care and transforming our healthcare services. Below is an outline of these critical objectives:
Back referrals: To establish a program to increase back-referral of EMRs.
Physicians: To create a long-term physician workforce and clinical leadership development plan.
Access & utilization: To develop a productive clinical operating model to optimize clinic access and increase OR, Cath Lab and Endoscopy throughput.
Horizon scan: To undertake a horizon scan of healthcare innovations and enable their implementation supported by key partnerships.
Laboratories: To complete a strategic review with a view to developing laboratory services into a profit center.
EMS: To expand Dhahran Emergency Medical Services to meet future needs.
Disaster response: To enhance disaster response capabilities to deliver world-class support to Saudi Aramco and extended services to patients via Remote Area Clinics.
Cardiology: To grow interventional cardiology by building a third Cath Lab at Dhahran.
ACO / Careplus: To grow primary care to support ACO implementation, disease screening, and population health management enabled by digital and telehealth.
Endoscopy: To develop a new dedicated Endoscopy Suite at Dhahran.
Ras Tanura: To complete a business plan which sets out the strategic priorities for Ras Tanura.
Radiology: To develop radiology into a profit center by creating a virtual tele-reporting service.
Southern Region: To extend Southern Region reach by expanding services and access (including SPARK).
Day surgery: To develop a dedicated Day Surgery Unit in the current OPPA at Dhahran.
Northern Region: To extend Northern Region reach by delivering clinical services from a new Polyclinic in Khobar/Dammam.
Excellence: To create Centers of Excellence or Excellence Programs for Oncology, Cardiac, Orthopedic, and Mental Health.
